Indeed, this should be done. Would you mind sending us a patch? Just
modify this file:

https://github.com/sympy/sympy/blob/master/sympy/core/sympify.py

to take fractions into account. Just ask for more details if you run
into any problems. And write some tests for that too, in the tests
subdirectory.
