At some level we are making sympy+python a QCL. The core of this is already done and working quite well, but there is a ton left to do. There are a number of ideas there, but the work will require a solid knowledge of quantum theory and quantum information science. Unfortunately we don't have much in terms of documentation yet (we are working on it). The best thing to do is to download sympy and start to play with it.
