It's still early to do the proposals themselves. If we are accepted, the proposals will go through google-melange.com, and will be based on https://github.com/sympy/sympy/wiki/GSoC-2012-Application-Template.
For now, if you are interested in applying, you should discuss your ideas here on the mailing list.
