Sachin, It sounds like a great idea. Once you start writing up your proposal I can comment more. My understanding of electromagnetism is only from some electrical courses I did as an undergrad, so won't know much about the details. But if you can put your ideas into some paragraphs it will be easier to make some comments and suggestions.
