Check our github wiki for all the GSoC 2013 pages. Do not forget that with all applications we expect to see a merged pull request (in order to ensure that you know how to use github and some minimal sympy). Check the google code bugtracker for the EasyToFix label.
On parsing there is a lot that can be done, however probably just parsing C to SymPy would not be enough.
