I have created three milestones on GitHub for the pull requests

- Close for 0.7.3
- Not for 0.7.3
- Undecided for 0.7.3

The milestones represent, respectively, those pull requests that we
have to close before the release, those which are not important for
the release, and those for which I was not sure (it depends on how
soon we can close them). Please modify them as you see fit. Don't add
a pull request to the first category unless it is truly necessary,
like if it changes new APIs or starts a deprecation cycle.  You can
also just finish up and get merged any pull request, and if you do it
soon enough, it will be in the release.

For now, I have only added a few pull requests, but I would like to
categorize all of them. Help is appreciated (though I would more
appreciate help reviewing and closing PRs than categorizing them).

I have also enabled the issue tracker in GitHub, because it has a
nicer interface for browsing these milestones.
