Eligibility requirements are tricky. We don't want them to be an undue
burden on the students, especially since most of them are in classes
during the application period. This could also be a tricky thing to
measure. Even so, I'm not entirely opposed to it, if others think it
is a good idea.

With that being said, the more you interact with the community in any
way, reviewing pull requests, the better. It shows us that you are
dedicated, and seeing your name more can't hurt.
