Google Code predates GitHub. The migration of the issue tracker was actually quite difficult, and I have to give major kudos to Sergey for helping make it happen. This was before Google Code had their own export tool, so we had to take some existing one and modify it until it worked, and do lots of test exports. And even then, all Google Code imported issues are formatted with code blocks because that's the only way to be sure that GitHub markdown formatting won't do anything to them.
