Slots are not allocated to particular projects. Rather we accept the
best proposals. All the ideas on the ideas list are things we want to
have done, so they are all valid for proposals. The main reason there
haven't been any improvements to Risch in recent years is that no one
has come forward to do any work on it, either as part of GSoC or
otherwise. We definitely want to see it improved. We also want to see
the solvers improved. I would suggest picking an idea that you think
you will be able to do the best.
