Hello!

I would love to work on the implementation of Risch algorithm. Right now, I 
am going through the algorithms for integrating rational functions from 
Bronstein's book and will then take a look the unmerged PRs which were done 
in previously. I guess I'll get an idea of the roadmap of this project once 
I take a thorough look at the work done so far. Also, when is the deadline 
in 2021? Or is it for the entire year?
