To be clear it is not agreed that anyone will do any particular project
until all GSOC applications are reviewed.

If you are interested in that project and want to do some work on it now
then I think the best thing to do now is to finish off the older unmerged
PRs. You should make sure though that you include any commits from previous
authors when attempting to finish an existing PR. Don't copy the changes
out into new commits unless you attribute the original author with
Co-authored-by (and make sure that is is only the changes from that author
and not mixed up with your own changes).
