Yes, the event is designed like this to emphasize and promote global collaboration. Events can be scheduled at any time of the day, whenever is convenient for the speakers. For example, if there were several talks / discussions involving SymPy, they could be spread out over the day and there would be no concern about duplicating some introductory material because it would reach different parts of the global audience.
