Hi Sujant, The instructions on the Wiki page are a bit outdated. Look at the official GSoC page <https://summerofcode.withgoogle.com/> for information regarding the deadlines. Aaron is correct: the deadline for GSoC 2023 is April 4th. Last year, in 2022, the deadline was April 19th. It appears that the wiki hasn't been updated to reflect this year's timeline.
As for your question about the GSoC application, what I've seen GSoC applicants do is make their application as a Google Doc and then send a link to it on the mailing list for feedback, similar to what Anurag <https://groups.google.com/g/sympy/c/xYoL_YlVyu8> has done.
