...you tell your timezone, GMT+0400 for example. (Actually, your header 
says +0300).

No, he gets your TZ information now, so because he may live in timezone 
GMT+0000 (don't know if that's correct, I get confused with daylight 
savings adjustments etc.). So in the end you get the 4 hours difference 
between both times and can adjust for that on both sides in either way.
