that's the thing im doing the following:
cSock := TTCPBlockSocket.Create;
try
cSock.Connect(<my ip>, '9003');
if cSock.LastError = 0 then
begin
// Success
end else begin
// Connection failed.
end;
finally
cSock.Free;
end;
and even when the listener is not UP, the socket is created (cSock.Socket > 0)
and .LastError is 0.
