Found the issue.
Socks expects the port address to be big endian but the line blcksock:3321
Result := Result + CodeInt(ResolvePort(Port));
encodes it as little endian, so it fails.
This works:
Result := Result + CodeInt(SwapEndian(ResolvePort(Port)));
