thank you. The problem was, that I‘ve used the old ssl_openssl plugin.

It works correctly with ssl_openssl3.

Which binaries have you tested as working? Or is it necessary to modify the 
Synapse code?

 

And previous 3.x or 1.1.x versions are working well?

Are you using right SSL plugin version? 
ssl_openssl3 or ssl_openssl11 (old ssl_openssl plugin is deprecated now)
