First, I have done the implementation for the start and stop operations for the
proxyservices and it is significant to have them since then we can control the
proxy services in the runtime.
Next thing is that it is very convenient to have the ConfigurationContext
inside the SynapseConfiguration so that any instance which can take the
SynapseConfiguration has the access to the Axis runtime which is under Synapse
without much trouble.
