RAT shows missing license headers in Synapse files

I did a RAT run against Synapse, the output is at: http://people.apache.org/~antelder/synapse/SynapseRAT.txt

That shows a few problems but overall it doesn't look to bad, its mostly just missing license headers in config files. I'll slowly try to fix these but if you happen to be editing something and notice the header is missing feel free to help out :)
