[VOTE] Chathura Ekanayake as a committer

For a while now Chathura has been providing quite a few patches for 
Synapse to improve and enhance it further. He also contributed test 
cases for mediator factory/serialization, and on the registry. I am 
expecting him to help us enhance the registry support for our next 
release. Hence I'd like to propose we make him a Synapse committer.
