Bear in mind that a number of tabs-altering add-ons (e.g., Vertical Tabs) eliminate the spillover menu, and probably a lot of users don't even know that it exists (after all, modern UIs are chock full of arrows pointing in various directions). Also the spillover menu has huge perf problems (Bug 944555) that ought to be fixed before we encourage users to treat it as primary UI.
