No. The part after the colon is always the original telephone number, which must not change. The part which must match the current locale is the parameter value (X-EVOLUTION-E164=234). So if the current locale is US, then X-EVOLUTION-E164=234 is correct. If it is DE, then X-EVOLUTION-E164=1234 is right.
