I discussed that with upstream folks developers when proposing to use emails like that, and our conclusion was that the case where two different individuals share the same email account is rare. Do you have that in your address book(s)? Not using the email addresses during merging has the downside that very little reliably properties for merging are left (essentially only instant messaging handles), which essentially prevents any kind of merging. Heuristics relying on soft properties (like "name is similar enough") are currently not used. In your example, the emails are random numbers. That's not realistic.
