The commit message discussed there is okay.
Here's my plan for merging the branch:
* wait until today's automated testing completes
* merge all pending patches that address issues found in that
testing (Congwu: #8156, Yongsheng: #7981) if they become
available today
* rerun minimal testing
* rebase branch and update master
* rerun minimal testing
* full testing tonight
