I'm a bit late to the party but for historical reference: I can't remember, but Frederiks guess did ring some tiny bells. It probably had something to do with dealing with both templates and configs and that the check was really only relevant for templates -- I assume we somehow ended up in a situation where configurations had no ConsumerReady flag and I didn't think the implications through...
