It's linked in src/src.am:

# Local sync helper executable. Built unconditionally at the moment,
# thus creating a hard dependency on D-Bus.
libexec_PROGRAMS += src/syncevo-local-sync

The install prefix is /usr/local/libexec.

Are you saying that it doesn't get linked at all in your builds?
