Not directly. The closest options are:
      * file backend (internal to SyncEvolution, no other dependencies)
        with one item (contact or event) per file in a directory
      * EDS calendar, with a single ical file stored under
        ~/.local/share/evolution/calendar/ - does not work for contacts,
        which EDS stores in a database
      * KDE backend with suitable KDE resources defined - I believe
        those can be plain ical and vcard files
