Yes I believe so.

We were following a similar 'convention' at Directory :
- each new bug in JIRA had an associated test called DirServerXXXX() using the JIRA name and number

We stopped using it for many reasons :
- first, not all the JIRA have an associated test
- second, when you read the tests, the name gives you no clue about what the test is supposed to check unless you jump into the JIRA - last, not least, if you add the JIRA number in the commit, then the link is created so it's not really needed anymore to add the JIRA's name in the test - if you move the JIRA from one space to another, then there is no more link with the code, and you will get a test with a meaningless name

At the end of the day, what is important is that you have a JIRA with the link to the test, which will be done automatically.

I can't call that a best practice, though, it's much more the result of our own experience.

If you prefer naming the tests using the JIRA name, no problem.
