You can't be blamed for not knowing all the rules :)
The rational is that once the project has becomed a TLP, the chairman
will have to fill the report every 3 months. In incubation , the idea is
to report the same way to get used with this task. If us, mentor, fill
all the reports, then you will not take responsability before becoming
chairman after graduation.
Now, it's also a good habit to discuss the board reports (publicly or
privatly if it has to include some sensitive matters) before the report
is sent. Note that it's the chairman responsability to fill and send the
report, not the project's members responsablity.
At the end of the day, the incubation process has been designed to
explain The Apache Way to new commers. Board report drafting is a part
of the Apache way :)
