When it is approved, it is marked as Syndicated. As for being visible somewhere, this won't affect much, other than the "Feeds" list on Syndic8 defaults to only showing Syndicated feeds. If it is polling, it is already possible for your feed to show up in that list (by setting the "Status" option), but for someone who doesn't know about that option, they won't see your feed listed until it is approved.
As for visibility beyond Syndic8, it doesn't really matter how your feed is being handled by Syndic8 -- that is, for any particular usage unrelated to Syndic8, having your feed approved or not (or even existing or not) in the Syndic8 database won't have any effect. This is true for any database of feeds, it's not a "limitation" of Syndic8. To see your actual content appear on other sites, you'll want to promote the feed on its own and not rely on its presence in a database like Syndic8 as your sole method of promotion. You can certainly find new subscribers through Syndic8, but using it alone will not be as effective as using it combined with other promotions (such as posting clear info on your site about how people can find and use your feed).
