Hi! I don't think you should pay anyone to submit your feed. There are plenty of places that will allow you a free submission. Syndic8 is a great start. Getting the feed to validate is the hard part. Also, Google handles a feed like anything else. Once it's been around a while and has a couple of backlinks, Google will start to crawl it.
