Without looking at the details (no feed ID to make that easy), my guess is that the feed is being regenerated regularly (or on demand) by a content management system that keeps putting the current date as the date the feed is generated, which would be the XML Changed date. It's not really reflecting when the data was *changed*, just when it was generated.
