Summary: warp tool renders incorrectly

Initial Comment:
Sometimes, when using the warp tool to distort things a lot, ie. adjusting the
target box such that one side is much shorter than the other 3 sides, unwanted
clipping can occur.

There's a parameter called 'horizon' which is used to limit the display, but
even turning that right up still leaves the unwanted clipping.

See the attached .sif file for an example. A red rectangle is being warped,
but the top of the rectangle is cut off when it shouldn't be.

Changed paths:
   M /synfig-core/trunk/src/modules/lyr_std/warp.cpp

Fixes 1692348. todo: revisit the 'if(z>0 && z<horizon*2)' checks. Is
there a better way to determine the areas of interest?
