Summary: radial blur doesn't render properly

Initial Comment:
radial blur doesn't consider tiles blurring into each other.  when you zoom in, 
the canvas is rendered as 128x128 pixel tiles.  each block is rendered 
separately, but the radial blur layer doesn't allow for blur from objects in 
one tile leaking onto another tile.
