Summary: Scale Outline Width

Initial Comment:
Include an option on the "Scale tool" to also resize Outline Width's.

Reason:
When importing a large SVG and rescaling it to a smaller usable size, you end 
up with really fat outlines.

Message:
Do not scale the content using the Scale Tool. Encapsulate all the stuff in
a Paste Canvas and modify the scale parameter of the Paste Canvas layer. It
would keep the correct width aspect ratio.
