edit - properties - time dialog rounds a float value (e.g. 29.97) to an integer 
value (30.00)

work around: edit value in sifz file manually

It has been linke that since the initial revision. Weird, because the frame
rate of synfig::RendDesc is float.

For some reason, the code explicitly rounds fps to integer values. Is there
a reason for this behavior?
