Summary: Moving keyframe produces unneeded waypoints

Initial Comment:
When I moving keyframe, it sometimes places unneeded waypoints.

I attached an example file which could help reproduce this behavior.

Steps to reproduce (Used SVN 1725.):

* Open file Eyes03.sifz
* In "Canvas Browser" panel double click on exported canvas named "eyes" to 
open it's window
* In the "eyes" canvas window zoom to eyes image to see them better :)
* On Layers panel: select "eye outline" layer inside the "right eye" paste 
canvas.
* On Timetrack panel you could see, that there is no waypoints for selected 
layer for "n1", "n2", "n3" keyframes.
* Now select the "n2" keyframe on Keyframes Paneland change it's time from '3s 
12f' to '3s 13f'
* You will see what waypoints will be placed for keyframes "n1", "n2", "n3". 
Those waypoints contain equal values and not really needed. But because the TCB 
interpolation type this result in fluctuation near the "n1" keyframe.

NOTE: you will get unneeded waypoints even if "Lock keyframes" is in "No 
keyframes locked" state, but only for "n2" keyframe.

NOTE2: Only way I found to prevent fluctuations which have place because of 
unnecessary waypoints, is to set "Default interpolation" to "Constant" just 
before do moving keyframe.
