Update target_cairo.cpp
It is needed to pass the render method before the time is set but the render
method should be passed to the optimized canvas too. So In order to allow the
optimized canvas know the right time, I have moved the set render method below
the optimized canvas and before the set_time, but the time passed to the
optimized canvas is the correct one.
