OK I lied. Partially. I blame lack of sleep.

Synfig Studio does do monitor-specific color correction. It allows you to 
correct for the monitor gamma (per channel) and the monitor black level. This 
was implemented before there was good color management on Linux. I'm not sure 
what the state of color management is in the FOSS world, but replacing that old 
mechanism entirely with a real ICC-based color management system would be ideal.
