fix #910 - sketch tool buttons disappear
removed Sketch action group that was 'registered' every time
user changes to Sketch tool. Gtk complains about it.
Avoid the UI_Manager usage because:
1. As far as I could see, it was the only tool that use it for
toolbar creation by string
2. UIManager is deprecated since Gtk 3.10, and removed in 4.0
