I would say it depends. Historically, I have preferred editing config files. (When doing manual administration). But as time goes on and I move more and more administration into automated configuration management tools like puppet, I like to see a CLI tool available to make the changes. (It makes inplementing puppet classes easier, than managing a bunch of configuration files and templates). That said there are many applications, where configuration is too complex to develop a tool, and we have to write eruby templates anyway. e.g. - apache, haproxy, mysql, etc. -Brian P.S. - Personally, I feel that configuration management systems are the future, especially as the world moves into cloud computing.
