This probably isn't going to be much help, but I have a X2100 M2 which I regularly ELOM to to use remote console. The box is sitting on the same network as client machines connecting to it for remote console, and I saw this problem all the time, without rhyme nor reason (ELOM connectivity fine, but remote console broken with the error you see). Eventually I figured it was a JRE/browser issue - as certain combos consistently failed (e.g Safari on Mac OS 10.4), and other combos such as the one I use now (FF3, JRE 6 u13 on OSOL 2009.06) consistently work fine.
