Tapes shouldnt get too expensive, depending on how many full backups you do and
how long you are keeping them.

What you could go is have a second server, off site (if you have the bandwidth
and location) and using zfs send and recieve. so that you can send snapshots of
the file system to the other server on regular intervals, so if something
happens to the server you have recover from that other server. I t will not be
from the exact point in time that the other server failed, but it should be
better than standard backups fo recovery time. The you could backup the server
to tape every other day, rotating tapes to keep the number down. if you again
dont have the money available for all the tapes needed for daily backups.

You could also use AVS, to proide you with an exact copy of the server if you
want, but at the expense of performance.
