Did you ever find a solution? I'm having exactly the same symptoms after a reboot. I recently upgraded from b127 to b131 and it seemed to be OK.
I have the /dev/msglog link to /devices/psuedo/sys...@0:msglog and I have the sys...@0:msglog special character file. Tried copying a new /etc/security/device_policy from a 131 LiveCD and this didn't help.
