Are you trying to publish your own channel? The sa-update channel? Both? Are you rsyncing the current channel?
There is no concept of local waiting or GeoIP currently in sa-update. Rules are cryptographically signed and relatively small that is really not an issue BUT patches to add a specific URL would be welcome.
