Probably not, in my opinion.

Yes.  Don't forget, what's in the packet is not the time the event
occurred (or even the time the packet was built), but rather, what time
A thought it was when the packet was built.  If A's clock is wrong,
either accidentally or maliciously, the difference can be significant.
