Alex Brown hosted the first BoF on "secured syslog".  He's been working
on a draft that will address some of the security concerns.  His first
proposal can be found here:

He received some comments about it and is reworking another draft.  This
proposal is aimed at fulfilling the second part of our goals.  It will
provide message delivery with some authentication.

I would like to see that developed.  Using BEEP could address the security
concerns of authentication, confidentiality and integrity as well as the
requirement for verifiable delivery.  Beyond that, placing some of the
different levels/facilities into different channels could address the 
problem of sequential delivery - e.g. having a zillion inconsequential 
status messages in front of a really important message.
