One review finding:
Section 4.1, TAG of syslog-protocol is a little different to the one of
bsd-syslog. In bsd-syslog(section 4.1.3) it is process name, but in
syslog-protocol (section A.1) it is combination of APP-NAME, PROCID, and
MSGID. So, for bsd-syslog, TAG should be "syslog"("syslog "? typo?), but for
syslog-protocol, APP-NAME should be "syslog".
