You actually bring up an interesting point: as far as I can tell (as an end
user), 7.1 doesn't have any of the licensed code.  The issue is 7.1 Pro.  I
seem to recall bumping into this issue when obtaining a copy of 7.1 from my
University: campus use was covered by a site license, so 7.1 Pro was
available.  Non-campus use wasn't covered in public, so I was only permitted
to take 7.1.

That said, the reason why they don't want to release 7.1 probably has a lot
to do with what you were talking about.
