Right now, there's a warning to unprivileged users that they can only see their own logs. This is a misleading out of the box because such users can never see logs until they create /var/log/journal and entries exist for the user log. I would especially like feedback on whether it's going too far to use -ENODATA (or if a different error related to access would be better) for inability to find readable logs.
